At Essayon Engineering, our mission is to provide innovative, sustainable, and cost-effective engineering solutions that improve the quality of life for the communities we serve.
Essayon Engineering & Development, Inc. was established in 2002 and serves municipal and corporate clients on water, wastewater, and site planning projects. We specialize in working with cities in Dallas County and surrounding counties on wastewater treatment and infrastructure projects.
Our experience includes water and wastewater system master planning, water distribution system design, wastewater treatment plant design, wastewater collection system, environmental permit administration, and project management. As a veteran-owned business, we bring a unique dedication to duty and a commitment to getting the job done right.
In addition, grant writing and grant/loan management is included with our package of services to give our clients a broader range of funding options for their projects.
Project Team Qualifications
As an engineering consultant, our team understands the urgent need to comply with state and federal mandates for municipal water and wastewater systems. We will provide the necessary resources to meet project demands in accordance with project schedule and budgets. Our team has expertise in the area of grant and loan acquisition, engineering design, and project management.
Essayon brings extensive experience and expertise in water system pipelines, pumping and storage, wastewater collection system planning, and design. The team has also performed water distribution system modeling for several municipalities with emphasis on evaluating system pressure planes and fire fighting and operational considerations.
These solutions have helped our clients reduce capital as well as operations and maintenance costs by significant amounts.

- • Water distribution and wastewater collection system transmission line environmental permitting, route surveys, and system design
Quality Assurance & Safety
Internal QA/QC reviews are performed on all designs prior to issuing 30%, 60%, 90% and final documents. Quality Control workshops are also held between Essayon Engineering, the Client, and pertinent 3rd party agencies at critical milestones.
Planning
Quality Assurance analyzes the current and future needs of the client to provide adequate capacity of recommended improvements.
Design
Quality Assurance is implemented in all final drawings and preparation of plans and specifications. Project managers personally review plans and specs as part of quality assurance prior to issuance.
Construction
Projects designed by our team are also supervised by a designated project engineer to assure quality and continuity during planning, design, and execution during construction.
Safety First
Safety is paramount to the successful implementation of all public works construction projects. Safety starts in the early design by actively contacting existing utilities to locate in the field existing utilities. During construction, onsite inspection visits and weekly project meetings with the contractor and City staff are conducted to go over existing safety plans.

David G. McSwain, P.E.
Civil & Environmental Engineer, Project Manager
David McSwain, P.E., is the President and founding member of Essayon Engineering & Development, Inc. He has over 25 years of engineering experience in the design, project management, and construction management of water & wastewater systems and treatment facilities.
His project background includes all phases of design from project concept through start-up for new and expanded facilities. He assists with all phases of grant/loan acquisition from state and federal agencies.
Mr. McSwain has worked at construction sites providing engineering design and construction services, including supervising contractors and solving field problems for fast-track projects.
